According to Oxford dictionary, “per” is a preposition and means: for each and by means of. While “as per” is a phrase, which means in accordance with.
1. Gas is 2 USD per gallon

: in accordance with : according to

Some web sites state “as per” is a half-latin phrased used in business writing. Used in other writing or in speech, “as per” may be either jocular or deliberately impersonal.
