In food processor, combine cilantro, ginger, garlic, scallions, jalapeno and process until finely chopped. Add sugar, salt, oil and lime juice & mix well. Toss shrimp in mixture until well-coated & put in fridge for one hour. Spoon shrimp out and saute lightly until barely cooked. Arrange on serving plate and chill.
Add marinade to liquid from cooked shrimp and boil, stirring until liquid evaporates, leaving thick, green puree. Add cream and boil again, stirring constantly until thick enough to pour, and chill.
